Documents and Settings folder

My XP came with a Documents and Settings folder, containing three
subfolders - All Users, Default Users, and Owner. What are the three
subfolders for?

\default user is a template used to create a profile for new users.
\all users is common to all users that logon (desktop, start menu, etc.)

someone will correct me if I'm wrong..

"all users" is where data is stored for use by everybody (hence the "all
users")
"default users" is what any "new" user account is based on ..
"Owner" I assume would be you :>
