Documentation on why I need the latest Windows 2000 Service Pack to install .NET

Why do I need the latest Windows 2000 Service Pack in
order to install .NET Framework 1.1? Is there any way to
be able to use .NET Framework 1.1 without downloading the
Service Packs? Also, is there any documentation on this?
