Document Protection

I have created a document in Word 2003 and put
protections in place so users can not change certain
parts of the document and I have left other parts of the
document open for editing.

My problem is that many of the users are using earlier
versions of Word and when they open the document they can
make all the changes they want. (Even to the places I had
specified as "protected".)

Is there a way to correct this?

The protection offered for forms is rudimentary and easily overcome - no
matter what the Word version.
