That is a feature of the Exchange server with support in the Outlook
e-mail client. So are all of your recipients using the *same* Exchange
mail server? If so, why aren't they using Outlook?

In Outlook, hit the F1 key. In its help, search on "vote". Look at the
topic titled "Add voting buttons". Notice it says "This feature
requires Microsoft Exchange".

Do you have both Outlook 2007 and Access 2007? If so, Access has a feature
for creating email-based surveys that work with any HTML-capable mail client,
including browser-based clients.

If not, then you might consider building a web page to conduct your poll or
using one of the various online survey services.
