Maximum number of participants on Outlook voting?

I've googled, but haven't found an answer to this question.

In Outlook, is there any limit to how many people the voting option can
handle? If we have 9,000 employees and needed to get a response back from
each of them, could Outlook handle that, or would we need to break it into
smaller chunks of respondents?

Most of our employees use 2007, but there are still some 2003 machines as
well. I'm don't knowwhat version of Exchange server our company is using (or
how to find that out from an individual PC).

(note: if we do use Outlook for that type of poll, we'd bcc: everyone so
that the address list wouldn't fill the email pane)

I appreciate any hard data on the maximum number of respondents; or, if the
maximum is based on an Exchange setting, the name of the setting so I can
phrase the question our IT as clearly as possible.
