Do USB ports have a fixed ID?

I would like some info on referring to USB ports. I have tried Google
with no joy.

I have four USB ports on the back of my PC.

Does each physical USB port have a fixed ID which I can always use to
refer to it (such as "USB port 0")?

Or alternatively, is the reference to a given physical port allocated
dynamically depending on what USB device and maybe what USB hub is
attached to it?

PS: Does a given *physical* USB port have the potential in everyday use
to support several *logical* USB ports?

PS: Does a given *physical* USB port have the potential in everyday use

I use Win98SE. It ships with a utility called usbview.exe. According
to usbview, the USB port numbers are fixed. I don't have a hub so I
can't tell you how usbview identifies devices attached in this way.
