Do not get the "Make all my pictures smaller" when emailing pictures

The File Explorer is supposed to give me the option to
make my pictures smaller when I email them using "Email
the selected items" or right-click/Send to/Mail
recipient. For some reason I do not get the dialog box
that gives me this option. Instead, an email with the
current size of the files is created.
