"do not display last user login" not working

In our group policies we have made the selection "do not
display last user login" but the last user continues to
show up on our clients. Do we need to perform this
setting locally? Why does it appear under group policies
as an option if we need to do it locally?
 
You should not have to do this locally. Make sure you are
setting this at the correct level. If you want your entire
domain to have this policy, set it in the Default Domain
Policy. If this is just for an OU set it at the OU level.
Also, GPO's can be overridden by another at a higher
level. Remember LSDOU or Local, Site, Domain, OU. First
one applied is the Local Security Policy which is
overridden by the Site Security Policy which is overriden
by the Domain Security Policy, which is overridden by the
OU security Policy. Make sure your policies are not
conflicting anywhere. Also, if you just applied the
policy, reboot the workstation to make sure the new policy
has taken effect.
