do I NEED Admin permissions to install ActiveX?

Is there ANY other way to get around giving users Administrator permissions
on their machines in order to install ActiveX controls?

Our company does not give local admin privs on PCs. We need to have them
install the WebEx Support Center ActiveX control when we need to connect to
their machine for our help desk. But when this happens now, they don't get
the "ActiveX install bar" at the top of IE (WinXP Pro SP2).
