Do I have to pay for the Information on a replacement XP CD

I looked through the posts on replacing an XP CD and they all point to
http://support.microsoft.com/?kbid=326246 . If you go there they send you to
the general Contact/Support page and there it tells you that you have to pay
$35.00 just to call to get the info (that may be that you have to buy a new
copy). Am I missing something here or is this how Bill Gates became so rich?

You lose your car keys (or break them off in your car door.)
You take your car into the shop to get a new set of keys made, do they
charge you for the new set?

And on the site, the only fees mentioned are these:

Have you used the two initial support requests?
 
Yes I did use the initial to support requests back in 2001 one I installed XP.
If I lose or break my keys I go in and they make new. Then they charge me
for the keys they do not charge me for calling them to ask where is your
store and can I get keys made there. I do not mind paying for a replacement
CD but do I have to pay just to call and ask on top of the cost of the CD?
