DNS server does not forward internet request to router

I have a cable modem with a router and a DNS server
setup. I set the router address to be the gateway. I
cannot access the internet while using my DNS server. I
set the DNS servers to the ISP and it functions as it
should. Is there some forwarding that needs be set up on
my DNS server for this to function?
