DNS error in outlook & internet explorer w/ windows 98se

On one of my systems, I have Window 98SE w/Internet
Explorer 6.0. Some file in IE 6 keeps getting
corrupted. Once I get IE 6 going again, Outlook & IE
will work fine for a while. Then I get a DNS error. IE
will tell me that "no DNS" (Detect Network Settings). IE
does not work or Outlook express. Once I get this, it is
hell trying to get it up and working again. Every other
program on the system works fine. I have gone as for as
clean slating the hard drive and reinstalling
everything.
1. Is there an easier way to get IE up and running again?
2. Is there anything I can do to keep the file from
getting corrupted so easily.
3. Does the fact that sometimes Windows will not go all
the way thourgh shut down have anything to do with this?
4. What can I do about making Window shut all the way
down, when trying to turn off the computer.

You *must* seek updates for Ad-Aware, Spybot, etc., before each and every
use, even "right out of the box". But even then, they can't catch
everything. When all else fails, HijackThis
(http://www.merijn.org/files/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. **Post
your files to http://forums.spywareinfo.com/ or the Spyware forum at
http://forum.aumha.org/ for expert analysis, not here.**

Also update your virus definitions and then run a full system scan. From
now on, do both daily.
