Hello,
I plan to start a Dns service with two dns servers for public use, do
i have to enable active directory or dns works fine without the need of
a domain controller, or what benefits do i have if i use active directory
with the two public domain servers?

No, you don't need to use the AD for this. Create a
primary zone on "server1" and a secondary zone
on "server2" and this will work fine.

The DNS service doesn't depend in any way from AD.
But, AD depends from DNS service.
