DLL cannot be found

Receive dynamic link library cannot be found c000135
unable to locate path message when booting up after
interrupting install of SP4 on Windows 2000 Pro machine.
HELP!!!
 
See if youi have anything in this key using regedit. You can post what you see there on the right.

Start | Run | regedit | OK

HKey_Local_Machine\Software\Microsoft\Windows\CurrentVersion\RunOnce
