Is there an option in Outlook which allows you to send an email using a distribution list that would send the email to all contacts individually displaying/listing their name only in the 'To' box? (We'd like to create and use distribution lists which would prohibit the recipients to view the list of names within the distribution list?

No. There are third-party tools that can do that. And you might consider
using not a DL but a simple contacts folder that can operate as the data
source for a mail merge.

yes you can

just put your DL in the BCC section rather than the To section
