Displaying Group Policies

Is there a way to display which Group Policies are being applied to a server?
Also is there a way to list what each Group Policy being applied is doing?

Are you using the Group Policy Management Console (GPMC) from MS? If not,
you can download it for free from MS' site. It has a feature called the
Group Policy Results wizard that lets you report on what policy was applied
to an XP or Server 2003 system (it does not work against Win2K). If you have
Win2K then install the Win2K Reskit tools and run gpresult.exe (command-line
tool) on the Win2K server to get roughly the same info as the GP Results
wizard.
