Display Properties Tabs Missing

When I start Windows in Safe Mode, the Tabs in Display Properties are
displayed. When I boot normally, only the Themes option is available.

Any suggestions as to what is preventing the tabs from diaplying in normal
mode? Is is a corrupt DLL?

Any help is appreciated.
