Display Properties missing

Hello I just did a clean install of windows xp pro w/sp2 cause my other hdd
died.. when i tried to install it during the point where it copies files from
the cd it could not get one cause the cd was badly scratched.. this is before
it starts up to that screen that says it will take 32 minutes to install.
now when i get into windows everything looks fine except the display
properties wont show up when i right click the desktop or when i go into the
control panel also the start button isnt green its gray like the old windows
was. I tried sfc/scannow and that didnt help and tried some registry edits
that didnt help either. I am unsure what file was missing and cant figure out
what to look for or what to add to system 32. please help! thanks!

Did you write down the system module you skipped ? Either way
check your System Event Log for errors.

Click Start, Run (Type) EventVwr.Msc [Enter]
You might also run DXDiag, which may help you isolate the issue
with your display/settings.

I found this in the event viewer:

Error:
Setup could not register the OLE Control D:\WINDOWS\system32\themeui.dll
because of the following error:
LoadLibrary returned error 126 (the specified module could not be found).

That is the one that didnt get copied in installation, it is familiar.. what
do i do now?

It's likely, you can try to Expand the module from your CD-ROM.
It will exist as ThemeUI.DL_ in the i386 folder. If all else fails there
are web sites that offer Dll downloads. I would check the signature
of the module before placing it in the appropriate system folder.
Right click the module, take Properties, Version (TAB) and make
sure the version is 6.0.2900.2180 and the company string is shown
as Microsoft. The module should exist in C:\Windows\System32
