Scratched CD?

What can I do if I have a scratched CD? I tried
everything to get it work again. Will Windows replace it
if I send them the Product ID or the CD? My CD-Rom went
and died, and in the process scratched the CD very badly.

If it was a retail license and you have proof of purchase:

If it was an OEM license, you should contact whomever sold you the
PC.
