Display panel question

This is going to sound dorky, but i seriously need help. I simply need to change my colors to true color 16 bit, but whenever i click the display panel it says "Your system administrator disabled the control panel

Thing is, I AM the administrator.... How do I allow all users to use it again??

you have a policy which has disabled the Control Panel. You need to enable
it again for your group
