Display of Programs is not what it should be (or what it was)

I have a self-built Soyo K7VTA Pro (latest Bios), had a ATI X1600, that has
been removed and replaced with a Nvidea (no controversy..please..I really
like ATI..but I just have to get some work done and the video display as I
already mentioned is "hosed").I can display Task manager, the services I want
appear to working normally, and from there when I know the command e.g.
"control desktop" I can execute it, it displays normally on screen. The
problem is: The START bar is missing (it "flashes" - it is visable for an
instant - then it is gone - or at least not available for me to use. The
System tray is also mission, Basically the entire desktop (a "typical" one is
just not available). I'm sure I did something, but at this point after trying
everything I can think of to repair it, I'm not exactly sure which of a half
dozen things i did is causing the problem. I know this is very odd, I have
been supporting PC's for a good many years, if someone came to me with this,
I might be inclined to re-install, and if I had my data I do believe that
would be the best thing to do. Perhaps the best thing then insteae of terying
to track down what the problem is, would be to get a list of how to start
from the command line programs like "File Mangler..sorry I meant File
Manager, no, that was long ago it's called "Explorer" these days...so bottom
line if you have any idea what could be causing the odd display problems,
please let me know, OR if you know more of the command line way of starting
appls, please give me a pointer to some of the more useful one's...TIA...
