Display names in address book

In Outlook 2003, I can't get address book to show names in last name, first
name format. Mine display mixed. I tried changing the properties dialog box
without success.

Try going to Tools > Options > Contact Options.

Then change the default "File as" order.

In what dialog box?
Try this one:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there
