Display Email Usage Policy Splash Screen on startup

Hi,

We have a requirement to display an email usage policy screen when a user
opens outlook. The screen will ask them to confirm that they have read the
email usage policy document. If they click yes, they can continue to use
outlook, otherwise they cannot.

Any ideas out there? Using Outlook 2000/2003. By the way, my manager would
like it to be an add-in either 3rd party outlook add-in or microsoft.

A bit off topic, but besides putting a message before going into Outlook,
might be worth having a chat with the Personnel Dept. When I joined the
company I am at now, I had a load of paperwork like you do to read. One of
which was the IT security policy, which included the email usage policy. I
had to sign a couple of policy's one for email and another for the internet
saying I agree to the conditions in writing with my signature and a date.
The problem with a message before you go into Outlook is you find that users
tend to just click I accept without reading the message anyway. Most users
just see the buttons which would probably be something like I accept, or I
don't accept. Very few people actually take any notice of any text you
actually put just the buttons !!! I know this from experience !!Cheers
