Display connected users message

How do you display a message window on a Win2K Pro
workstation just before a reboot/shutdown that other users
are currently connected to shared folders on their drive?

That would work; however, I'm looking for something sort
of different. It's a way to have a user's computer pop up
a window on their own machine that alerts them others are
connected to a shared folder if that user tries to
shutdown or reboot. Is there anything in Win2k that does
that?
