display access problems

recently, when i would try to access display in my control
panel, it would give me the message- "the system
administrator has disables the display panel" or something
to that effect-- i put in a new video card and drivers
today, something i was planning on doing anyway, but it
didnt solve the problem- anyone know how i can get access
to my display panel back? my user- nick- is the system
admin and the only user---
