Hello, Have single user, stand alone, non-network unit with WindowsXP
Home (OEM generic)Used for everyday plus video editing. Two drives C
with OS and programs, F with files and backup.
Have general problem with town local power supply, sometimes
fluctuates or out for short period (1 to 2 hours).
With these circumstances is it prudent to disable disk write caching
on c drive? If disabled will this cause much of a performance hit?

Thank You.
Take Care.

Good idea - Protection is always preferable to "Speed".
or get yourself an inexpensive UPS unit. Belkin makes a
low-end unit that will keep most PCs alive for up to 6-8
minutes and then shut them down gracefully, if grid power
is still off. Uses a USB connection to run the Watchdog
that monitors the voltage.
Any kind of outage is dangerous to a PC.
A few years ago I lost a memory stick due to a momentary
"Brown-Out".
