In Computer Management, I seem ot have lost acess to the disk management
utility. It shows up in the tree structure, but when I click on it, I get a
message that says it can't find it or it is ot installed.

Any ideas on how I can get this back?

Is the "Logical Disk Management" service disabled or non-functional?
IIRC it should be set to Automatic.
Are you getting any event logs when you try to get to the Disk Management
and/or start the Logical Disk Management service?

The L.D.M. service depends on the "Plug and Play" and "Remote Procedure
Call (RPC)" services. Are these both functioning?

Have you chkdsk'd the system volume?
Check that you have a "dmserver.dll" in your %systemroot%\system32 folder.
Check it hasn't got broken security attributes.
If it's there or not, try restoring the file from your latest backup.
