Disk defragmentor

when trying to open disk defrag, the window opens but all
i within the window is action cancelled as if it is
explorer working offline
 
Go to the following website, go to line 280, click "Restore Defrag. EXE,"
download the file when the box appears, extract from the zip files, double
click the extracted file and this should restore the function.
