Disk Defragmenter Can't Defrag.

Have Windows XP. Can't defrag the hard drive. Error is:
"Windows cannot defragment this drive now because it has been locked by a
Disk Utility"
Can't see anything running that would lock the drive. I use Norton
Anti-Virus 2004, but turn it off in MSCONFIG so it doesn't start up. Still
can't defrag.
Otherwise, Quick Time I also turn off. Basically, everything is turned off
on the task bar.
Did find Article ID 286810 which is the same problem I'm having, but for
Windows ME only. I have XP SP 2.
Must be something with the Fat or Fat32 table.
 
If you know when this started happening would you be able to do a system
restore to a point before the problem.??

Don't use Norton System Works. Did run chkdsk and when it ran on the reboot,
it did not find any errors. Tried Defrag, but still says a disk utility has
drive locked.
