disk cleanup doesn't run

I have Win XP Pro. Neither disk cleanup nor disk
defragmenter run.
As I work in the PC, it becomes slower andslower with

The inbuilt defragmenter need free space to work - about 15% or more of
the drive. So you may have to delete some files to make enough space.
You can probably recover a useful amount by disabling System Restore at
Control Panel - System - System restore and rebooting. Then have Folder
Options - View set to show Hidden files, and *not* Hide Protected mode
ones and make sure the System Volume Information folder is empty.
(Put this setting back once things are sorted)

Also in Control Panel - Power options - hibernation page uncheck the
enable button.

And Internet Options - click Delete files to empty Temporary internet
files, and empty the recycle bin.
