Discussion pages not working

I am using a Windows IIS server (version 1.5 I think).
Server extensions are installed and working.
I create a discussion website using the wizard.
I publish this site to the localhost. (using publish site from the file menu)

The site appears to work except when I click submit when posting a message.
I get FrontPage error and message like Webmaster see the server's
application event log. There is usually nothing in the log but sometimes I
get error #5.

I had the site working at one point but changed permissions for the site a
couple of times and it broke. I re-installed server extensions to make sure
everything was at the default settings and republished the site. I can't get
a discussion working even if I create an entirely new one. I have
programming experience but know nothing about servers. Unfortunately, I am
the server administrator. Am I missing some configuration settings? I have
not found any directions for configuring a server when running FrontPage.
 
Run the Check extensions/Server Health Check and allow FP to tighten/fix the security.
