I'm trying to use the frontpage discussion group inside of a subweb that is
already created. After publishing, when I try to post a message it asks for a
password. I've tried putting the discussion group into a folder and also
tried into another subweb. The same thing happens---also I did not require a
password when I set it up. Any clue how to get rid of the restrictive block
and just let the discussion group work within the subweb that is already
created?

I'd suggest that you post this question on a Frontpage support newsgroup. This
newsgroup is for a different program, Microsoft Access. The webpage can be
misleading - scroll down the list of subject areas and find one for Frontpage.
