Discussion Form handler mixing up posts

I'm having a problem with a discussion board I created with FP 2003.
Everything seems to be working fine, but when someone either creates a new
post or replies to an existing post, the form handler (seemingly randomly!)
will sometimes insert the post/reply into an already existing post, rather
than creating a new file. In the table of contents, sometimes the new post
AND the existing post will then have the same hyperlink, or, in the case of a
reply, it will not show in the TOC at all, but you'll eventually find the
text that was entered in an existing post.

I'm able to go in and cut and paste and fix it, but if this discussion board
gets any more busy, that will be a full-time job! Why is this happening, and
is there anything I can do to fix it? It doesn't happen every time, and I
can't seem to see any pattern that causes it to happen/not happen.

Unfortunately, that is the nature of the Discussion Web. It eventually
corrupts, and there is no fix, other than to create a new one.

Sheesh. What a bummer. Do all forms handlers have this problem, or is this
worse with FP? Would I have better luck if I tried a custom server-side
handler?
