Disabling User from Changing the Computer name

Hi all,
Can anyone show me how to disable users from changing the computer and domain name from group policy? FYI, I setup all notebook's users as local admin users and they have rights to access that function.

Sorry, they are admins.
The solution is to not have them using admin account.
