Disabling Net send command

We are having a problem with users using the net send
commmand to send messages throughout the building.

Is there a way to easily disable the net send command
through a group policy or a script.

Workstations are Windows 2000.

Disable the messenger service which can be done via Group Polcy machine
configuration. --- Steve
