Disabling Balloon Tips for all users

I am in the process of a unattended rollout of XP and I
want to include some registry tweaks - one of them being
the disabling of the balloon tips. The only fix I can
find is for HK_Current_User. How can I apply this to the
machine so that anybody that logs in will recieve all the
fixes.
What options do I have??

Depends what you're doing. Normally one would use active directory and set a group policy for users to turn off Balloon Tips. Where are these users coming from. Local or domain?. If local you could edit DefaultUsers ntuser.dat and make the change there. All new local users are based on that. Active Directory has it's own defaultuser on the server.
