I had the same problem with my hotbar at the top of my
Iexplorer. You have to Remove the hotbar program from
your computer. This is how i did it on mine, hopefully
it'll work on yours, if it's the same one that i had.
Type:
[ Toolbar excutable Uninstaller Removed ] ...
into your address bar and then after it has downloaded
locate the file name HBUnInst.exe Double click on the
file and follow the instructions. After you do this, if
it's the same as mine, you will be free of everything.

Rule # 1 of Spyware - ___**Never**__ use the uninstaller
offered or available from the folks that infected your machine
in the first place. This method does not work and should not
be trusted - under any circumstances
