Disable tooltips in Frontpage

Hello,
I have just done a rebuild and those tooltips (the one that tells me to
"ctrl+click to follow link") started popping up again. I can;t remember how I
shut them off last time.

Using TweakUI didn't do it. turning off all Windows Ballons doesn't do it.

Suggestions?

I think one way is in HTML view look for the <title> tags that are generating
the tool tips and remove them.

Thanks Dan, but let me clarify. It is the Microsoft Frontpage tooltips that I
am trying to turn off during the design stage. Anytime I hover over a
hyperlink with the mouse I keep getting the "ctrl+click to follow link"
yellow popup tooltip. This thing flashes and and is extremely distracting and
not very conducive to workflow.
