In a previous posting I was advised to disable 3rd party extensions and to deny permission to change settings back to allow them within Internet Explorer to stop users from downloading. This works along with some registry tweaks but I am finding that users can change this setting back.

How do I set it so they cant change the settings back?

Assuming that you're running Windows XP SP2, and you're running XP Professional, click Start, Run and enter GPEDIT.MSC Go to:

Computer Configuration, Administrative Templates, Windows Components, Internet Explorer, Security Features, Add-on Management.

You'll also see these settings in the User Configuration tree in GPEDIT.MSC, but unless you're in a domain environment, Group Policies apply to all user. However, Computer Configuration offers a bit more security, since Limited Users may not have write/change access to the specific portion of the Registry involved.
