Disable "Setting Up Personalized Settings"

How do I disable "Setting Up Personalized Settings" when a new user
logs in to a machine for the first time?
 
You can create a Default Profile which will apply standard settings to each
new user. This will still allow users to modify or personalise those
settings.

On a network, MyLogon will allow a 'network-only' logon which doesn't alter
the behaviour of the local machine. This is mainly aimed at roaming users who
connect to several networks and don't want their computer reconfigured when
they do. It can be setup to work with local logon, though.
