disable pop up blocker

i use an online bill paying service through my bank, but recently, whenever i try to access this site, i am unable to. i'm sure that it's due to a pop up blocker, because i see the message at the bottom of the screen that a pop up was blocked, but no one in my family seems to remember initiating a pop up blocker, and i have no idea how to disable it. can anyone help?

XP doesn't come with a pop-up blocker (unless you have a beta of Service
Pack 2 installed) so someone must have installed a third party pop-up
blocking tool. Try to find out what it is.

its probably a search engine toolbar like yahoo, dogpile,
or google. These also block popups or can be set up to do
so.
