Disable message "It's now safe to turn off your computer"

How can I disable this message when I quit XPE? I want a black screen or my
own bitmap instead.

The bitmap is in kernel. You cannot legally change the kernel binaries on XPE.

If you want to get rid of the screen, please consider ACPI compatible BIOS or APM support (NTAPM component).
