Disable Mailbox Cleanup Wizard on outlook

When an account is at it's mailbox limit size the user will get this
Mailbox Cleanup Wizard appear on their screen. This has happened since
we upgrade to Exchange 2003. Does anyone know how to remove this
function as i would prefer them to just get a promt that it's full.
Please help

Yep, but i only want a promt saying it's full contact your
administrator, not give all my dumb users a tool to delete loads of
their email that i will have to restore when they realise what they
have done....
