Disable dismiss reminder on assigned tasks

I am assigning recurring tasks (with reminders) to individuals using
Outlook 2000 (Windows 2000 OS).

Is it possible to disable the "dismiss" option of the Reminder so that
the user may "snooze" the reminder but is not able to "dismiss" the
reminder until the task has been complete?
