disable deleted items folder

trying to disable users from deleting emails..emails will
be deleted by me and my team...i could set up
journaling,like5.5 but i have standard version
(16 gig limit) and users have 500mb emails...i will hit
this quickly making copies of all these emails..not to
mention what happens to my store...any ideas or another
way to look at this would be greatly appreciated..

dont care if i have to do it on exchange or go to users
desktop or set a default polcy somewhere..but i know i
can do this...

I would ask this on the Exchange list...

microsoft.public.exchange.admin

We have our Exchange 5.5 set up for 28 day item retension.
This way even though the client deletes messages they are
retained for our 28 days by the server. Very easy to restore
these items also using the "DumpsterAlwaysOn" key in the
registry.
