disable cursor popups

how do you disable the feature that brings up a pop-up box by the cursor that
shows detailed information on a file over which the cursor rests in a list of
files.
 
Tools => Folder Options => View and uncheck the box 'Show pop-up
description....items'.

You mean the Tooltips info on mouseOver or Hover:
Click Control,panel >> Folder Options >>click View Tab and uncheck this Box:
[ ] Show Pop-up description for folder and Desktop Items.
