Disable "Compatability Mode" Tab for Windows XP

I know that in Win2000 you can enable and disable the compatibility mode tab
by registering or unregistering slayerui.dll in the %systemroot%\apppatch
folder. This file doesn't exist in Windows XP that I can find, though.

The problem is that my Compatibility Mode tab is /MISSING/ on my WinXP Pro
box. I just finished re-installing windows last week and I had no problem
running the few 16bit apps I still use occasionally. Now when I try to run a
16bit app nothing happens. Absolutely nothing. No error or anything. Niether
the app nor "wowexec" show up in the task list immediately after double
clicking the 16bit exe. If I try to pre-load wowexec.exe it will crash as
soon as I run a 16 bit app. I'd try reinstalling my apps, but their
installers are also 16bit and won't run either ;) I suspect the inability to
run 16bit apps and the missing compatilibity tab must be linked, but I can't
figure it how or why either bug is occuring.

I just finished running "sfc /scannow" which usually helps things, but it
didn't help. I've also deleted my group policy folder and let windows create
default policies, and have tried on multiple user accounts (even a new user
account) so I know it's not account specific.

Any thoughts? I'm running WinXP Pro with SP2, and I don't have the option to
downgrade to a SP1 since SP2 was already slipstreamed into this CD when I
bought it.

When I run the wizard, the following window is displayed:
"Program Compatibility Wizard
Welcome to the Program Compatibility Wizard
If you are experiencing problems with a program that worked correctly on an
earlier version of Windows, this wizard helps you select and test
compatibility settings that may fix those problems.
Caution: It is recommended that you do not use this wizard for older virus
detection, backup, or system programs. "

At the bottom right corner of the window are 3 buttons. None of the buttons
contain any text. Clicking on the first two buttons (I assume those are
supposed to say "Next" and "Previous" doesn't do anything. When I click the
third button the wizard closes. I assume that button is supposed to say
"Cancle", but like I said, all of the buttons are blank, which is weird...
