Disable Browser resize

Jay, are you sure that the window is not maximized because you cannot resize
a maximized window.

Sorry to not specifying that I have the problem despite
clicking the "restore down" button.

I do, however, find that a right click in the blue top
section [title bar?] will give me a resize option.

I'd still like to get the full drag border option back tho.
