I cannot find an appropriate article on how to disable
the auto private ip addressing feature...

I'm not sure that it's possible on XP. You might be able to do it by
using the Windows 2000 registry tweak listed near the end of this
Microsoft Knowledge Base article:

If you try it, please let the news group know whether it works. And,
out of curiosity, why do you want to disable APIPA?
