Disable ability to rename/move/etc. in Open File dialogs?

Is there any way to restrict the kind of operations
allowed in a system File Open/Select dialog (the right-click
context menu options)?

It is far too easy to drag folders around there by
mistake and/or make other unwanted things happen
while doing stuff like web page authoring which require
LOTS of File>>Open operations to insert content.

I would like a File>>Open dialog to allow you to
only OPEN/SELECT a file, NOT do anything else with it.

Please don't start in on me with unhelpful "why don't
you just watch what you're doing" stuff. You've
probably all had the experience of mistakenly
creating another damn "New Folder" while WITHIN
a File Open dialog - all it takes is a mispositioned mouse
click - that's the kind of stuff I want to avoid.

Not afraid of the Registry if that's what it takes.
 
By creating a user with restricted privileges, however that is probably not
what you want. There is no way to stop a user with a problem with his
fingers/mouse
